Youth Justice – YJB Statutory Change: PNLD Offence list updated to v5.2 (3.83)

The PNLD (Police National Legal Database) Offence list has been updated to v5.2.

Changes to v5.2 (from v5.1.1)
Introduction of the following new offences which may be relevant to young people:
  • New offences relating to the production, import, supply and possession of Nitrous Oxide as Class C substance, under the Misuse of Drugs Act 1971 (MD71609, MD71609A, MD71610, MD71610A, MD71611, MD71612, MD71612A, MD71612C, MD71613, MD71614, MD71615, MD71616, MD71617, MD71618)
  • New offences related to Serious Violence Reduction Orders under the Sentencing Act 2020 (SE20013, SE20015, SE20016, SE20017).
  • New offences relating to aiding and abetting of the rape of males under the Sexual Offences Act 2003 and the Accessories and Abettors Act 1861 (SX03003B, SX03004B).
  • New offence of Conspire to control prostitution for gain under the Sexual Offences Act 2003 and Criminal Law Act 1977 (SX03119C).
  • New offences pertaining to the Microchipping of Cats and Dogs (England) Regulations 2023 (MC23004, MC23007, MC23008, MC23010, MC23012).
  • New offences curbing individuals’ ability to conduct peaceful protest under the Public Order Act 2003 (PU23001, PU23002, PU23003, PU23004, PU23005, PU23006, PU23007, PU23008)
  • New offences under the Control of Explosives Precursors and Poisons Regulations 2023 and of the Poisons Act 1972 (CE23001, CE23005, CE23006, CE23009, CE23010)
  • New offence of Aid / abet false imprisonment, under the Accessories and Abettors Act 1861 (COML017B)
  • New offence of Attempt act of outraging public decency, under the Criminal Attempts Act 1981 (COML062A)
  • New offence of Conspire to possess ammunition with intent to endanger life / enable another to do so, under the Firearms Act 1968 and section 1(1) of the Criminal Law Act 1977 (FI68063C).
  • New offence of Attempt to arrive in UK without a valid entry clearance, under the Immigration Act 1971 and section 1(1) of the Criminal Attempts Act 1981 (IM71135A).
  • New offences under the byelaws of the Liverpool John Lennon Airport Byelaws 2022, (44 of which may feasibly apply to young people).
  • New offence of Conspire to arrange or facilitate travel of another person with a view to exploitation, under the Modern Slavery Act 2015 and Criminal Law Act 1977 (MS15003C).
  • New offences under the National Security Act 2023 (NS23001, NS23002, NS23003, NS23004, NS23005, NS23006, NS23007, NS23008, NS23009, NS23010, NS23011, NS23012, NS23013, NS23014, NS23015, NS23016, NS23017, NS23018, NS23019, NS23036, NS23037, NS23038, NS23039, NS23040, NS23041).
  • New speeding related offences under the Road Traffic Regulation Act 1984 and Schedule 2 to the Road Traffic Offenders Act 1988 (RR84235, RR84236).
  • New offence of Intentionally obstruct officer conducting stop and search without suspicion under the Public Order Act 2023 (PU23012).
