Youth Justice – YJB Statutory Change: Changes to support KPI Tables (3.83)

KPI1 – Accommodation

To identify which remands resulted in custodial sentence

Remands that resulted in a custodial sentence need to be excluded from the count.  To identify these, a new value of custodial sentence has been added to the existing Outcome field within the Intervention Programme details screen.

Any remands that result in a custodial sentence should have custodial sentence recorded as the outcome against the Intervention Programme. They are then excluded from the count.

KPI2 – Education, Training and Employment (ETE)

To identify provision type, suitability, hours offered and hours attended per week

In the Situation details change page for each provision, the existing Hours field has been relabelled Hours attended.  Any historical data already recorded in this field remains and is counted as hours attended for KPI2.  A new Hours offered is used to count hours attended for KPI2.

A new Provision Type field contains a YJB specified list of provision types used for the counts in KPI2 and if multiple types of provision are active at the given point in time, a single young person is counted against each different type of provision.

Users can record Suitability yes or no, which displays as blank by default.  As a young person can have multiple provisions active at any given time, KPI2 uses the primary situation to determine suitability.

KPI3 – SEND/ALN  | KPI4 – Mental Health and Emotional Wellbeing |  KPI5 – Substance Misuse

A Personal Needs panel has been added to the YJ case view, to capture all the data items defined by the YJB for these three aspects of a young person’s needs.

KPI6 – Out of Court Disposals (OOCDs)

No software changes were required to capture the data for this KPI.

KPI7 – Wider Services

In the client Summary change page, a section Wider Services has been added to capture a history of care statuses and related information from a list of YJB defined values, along with the existing LAC Status Notes field. Against each care status, start and end dates can be recorded.

The most recent care status is displayed at the top and the panel can be expanded to see a full history.

The existing Withheld field has been hidden from view to minimise confusion although any historical data recorded in this field remains in the database.

KPI8 – Management Board

This KPI has not been developed and is not completed in the One YJ software.  KPI8 should be completed in a template provided by the YJB for manual submission.

KPI9 – Serious Violence

No software changes were required to capture the data for this KPI.

KPI10 – Victims

In the existing Victim Case details change page, new fields have been added to capture the following in addition to the existing data required for this KPI:

  • Victim consented to contact
  • Victim views consulted before OOCD / court order planning
  • Victim requested case progress info
  • Progress info provided
  • Victim requested additional support
  • Support services info provided

 

Reference Data / Enumerations changes

  • Ethnicity mappings have been updated for the value White – Roma to be submitted to the YJB.
  • Religion has been updated to include No religion.
  • PNLD Offences updates (to V5.2 issued Jan 2024).
  • Plea types have been updated to reflect the YJB standardised list.
  • Outcomes, Intervention Programmes and YRO requirement types have been updated to reflect the latest YJB defined lists.
    Redundant values have been made inactive so they can no longer be recorded on new records. These values remain in historical records already containing them.

YRO Unpaid Work – Hours Completed

For YROs with a requirement of Unpaid Work, a new field has been added to the Intervention Programme details to capture Hours Completed.

This field does not display for any other types of Intervention Programme or Requirements.

Activities for Referral Orders and YROs

YJB specified Activity types have been added so they can be captured in the Hearing Details against the outcome if the Outcome type is selected as a Referral Order or a Youth Rehabilitation Order. Activities do not display for other outcome types.

Activities recorded against the outcome are revealed in the Intervention programme details.

Activities also display within AssetPlus, Core Record, Offending and ASB.

AssetPlus changes

  • Yet to clarify responses have been added for Risk of self-harm and Risk of Suicide questions within AssetPlus.
  • Terrorist Offenders value has been added to the MAPPA categories within AssetPlus.
  • Logic within AssetPlus has been updated to accommodate the newly added plea values when determining whether offences should display as outstanding or current based on the associated pleas.
  • AssetPlus views have been updated to display the new YRO and Referral Order Activities in addition to existing YRO Requirements.
