Assessment completed in the collection year

  • The EHCP Assessment Involvement must have an Assessment Type of INI – Initial Assessment, MID – Transfer In Mid Assessment or AOL – Assessment completed by other LA.
  • The Assessment Completed Date is within the collection year or Assessment Completed Date is before the collection year, but Date Final Issued is within the collection year.

OR

  • The EHCP Assessment Involvement must have an Assessment Type of INI – Initial Assessment, MID – Transfer In Mid Assessment, AOL – Assessment completed by other LA or OVR – LA decision overturned.
  • The Assessment Started checkbox is ticked
  • The Assessment Completed Date on their Involvement is not populated
    OR
    The Assessment Decision checkbox has no value.
  • The Inactive Date is populated with a date in the collection year.
  • The Inactive Reason has an external code of MOV – Moved to other LEA or AWI – Request withdrawn or ceased before decision to issue.

OR

  • They have an EHCP Assessment Involvement that has an Assessment Type of OVR – LA decision overturned.
  • They have a prior EHCP Assessment Involvement that had an Assessment Type of INI – Initial Assessment where the Inactive Reason was REF – Assessment Refused.
  • The Assessment Completed Date on the OVR – LA decision overturned Involvement is within the collection year 
    OR
    The Notified Date – No Following Assessment date is in the collection year
    OR
    The Assessment Completed Date is before the collection year, but Date Final Issued is within the collection year.

If an EHCP Assessment Involvement with an Assessment Type of OVR – LA decision overturned meets the criteria for Module 3 AND if the previous EHCP Assessment Involvement has an Assessment Type of INI – Initial Assessment, then the assessment information is linked to the request information recorded in the person’s most recent prior INI – Initial Assessment.

OR

  • They have an EHCP Assessment Involvement that has an Assessment Type of OVR – LA decision overturned.
  • They have a prior EHCP Assessment Involvement has an Inactive Reason of MWS – Met Without Statement and the Notified Date – No Following Assessment is populated.
  • The Assessment Completed Date on the most recent OVR – LA decision overturned Involvement is within the collection year or the Assessment Completed Date is before the collection year, but Date Final Issued is within the collection year.

If the person’s most recent EHCP Assessment Involvement with an Assessment Type of OVR – LA decision overturned meets the criteria for Module 3 AND if the previous EHCP Assessment Involvement has an Assessment Type of OVR – LA decision overturned where the Inactive Reason was MWS – Met Without Statement, then the assessment information is linked to the Request information from the INI – Initial Assessment Involvement.

It is only treated as one assessment when an LA’s decision not to issue an EHC plan is overturned after mediation or tribunal and multiple Involvements are created to record this.

    The Assessment Decision checkbox has no value.
  • The Inactive Date is populated.
