Citizen Portal – Some hard coded text is now configurable to enable Welsh text and resource locations have changed (3.70)

Description

In Citizen Portal, lots of text is hard-coded and therefore not configurable.  In 3.70 a number of hard-coded pieces of text have been converted into configurable text, known as resources.  This allows LAs to change the text and add, for example, their own Welsh text.  This has been done for the products intended to work in Wales – not all products which use citizen portal.  The location of some of these resources has also changed to better reflect their shared nature.
