Statutory Early Years Census 2020 (3.70)

This release supports the changes to the EY (Early Years) Census 2020.

From the 2019-20 financial year, all children will be capped at 15 hours
universal entitlement
Census Date, Collection dates and Submission dates have been updated
New EXT Code: SFGR State-Funded Governor Run added to Lookup Table_ID 0719 Ownership Type <EYProviderCategory>
Lookup Table_ID 0423 Children Act Registration codeset rationalized

<ContinuouslyOpenIndicator> changed to <OpenIndicator>
DAF Indicator no longer generated for 2yr olds
Validations updated for 30 Hour Code and Extended Hours data items

The link to the XML Message Structure has been updated
