Statutory SEND (England specific) – SEN2 Business Rules Updated (3.70)
Description
This release supports the changes to the 2020 SEN2 Return.
- Counts for SEN Statements
This year is the first time that the SEN2 statutory return does not require a count for SEN statements for any of the questions. The DfE guidance states that if SEN statements exist then these should be counted as EHC Plans for SEN2 2020. However, the SEN2 return in Capita One Education does not automatically count students with statements in the system as having EHC Plans in the statutory return. This is because we wanted to highlight to local authorities instances where a student may have data that represents them having a statement, but in reality they have an EHC Plan and the local authority needs to update this in the system.
- Part B: Questions in the Return
Part 4 (Progress transferring children and young people with SSEN to the new system) has been removed. This has resulted in all following questions being renumbered.
- Numbering and Descriptions
Some of the numbers and descriptions have been changed throughout the return to bring them in line with the latest version of the DfE SEN2 2020.
- Q1.2a and Q2.2a Establishments
The DfE have split these into three categories, resulting in new Placement Type External codes (Lookup_Table ID 0128) being introduced to record this.
Late changes from the DfE mean that the following feature update will be released immediately after the 3.70 release. The information has been added to the SEND Handbook to enable you to view the updated changes.
- New External code OVR – Overturned
This new code has been added to Assessment Type (Lookup_Table ID 0315), which can be used on Assessment Involvements that have been created after the LAs decision has been overturned following a mediation/tribunal. - Send Flowchart Assessment Type Codes
The flowchart has been updated to include the new OVR – Overturned code
