Statutory Wales – Census validations updated for ALN Needs when need is not in census or MRI (3.90)

Description

The system now includes specific Census validation logic for ALN (Additional Learning Needs) Type Needs for the Wales locale.

The Welsh Government transitioned from SEN (Special Educational Needs) to ALN Type Needs. This change ensures that users in Wales can accurately validate their census data and identify mismatches or missing records.

This update introduces new validation rules. These compare ALN data within MRI Education against PLASC Annual census files. A date-based logic switch is also included:

  • Census dates on or after 19 January 2027
    The system uses ALNTYPE.PLASC_SEN_NEEDS.
  • Dates earlier than 19 January 2027
    The system uses SENTYPE.PLASC_SEN_NEEDS.

Users must enable the new ALN Type Needs checkbox within the Census Options screen in the application.

The system checks for active SEN Assessment Involvements on Census Day. If none are found, it falls back to imported Special Needs

    • v3 | Student Details | SEN Summary – Base SEN Needs

The following error messages display for mismatches when running the census:

  • ALN Type Need not present/active in MRI Education
    A need exists in the PLASC file but is missing or inactive in the system.
  • ALN Type Need not in Census
    A need is recorded in the system but is missing from the PLASC file.
  • If data matches correctly
    No validation errors display.
