SEN/SEND – Aggregate level return changes to support person level return (3.75.011 & 3.76.001)

Part 1: Educational Arrangements / Part 2: Assessments and Placements
Two new external codes have been introduced to the SEN School Type table:

The new codes will be counted in the aggregate level return for the questions 1.2a Establishment under section 1.2 a iii. l and question 2.2a Establishment under section 2.2 a iii. l.
Question 1.2a Establishment:
- 1.2a.iii.l
Other – Including those who have been issued a notice to cease (for example, after taking up of employment) and the decision is currently subject to an appeal to the Tribunal.
E_OTH, NIEC, NIEO
Question 2.2a Establishment:
- 2.2a.iii.l
Children and young people that do not fit in to any of the other categories.

Part 2: Assessments and Placements
Four new codes have been added to the SEN Inactive Reasons lookup table:

Question 2.7 Discontinued plans (compulsory school age)
Two new codes will be included in the count of question 2.7 Discontinued plans (compulsory school age) as follows:
4. For all the withdrawn EHC Plans identified in step 2, count the number of withdrawn EHC Plans with external codes for the SEN Inactive Reason field ((Table_ID 0328) (Inactive Reason field on EHCP assessment involvement)) for each of the inactive reason categories in the following table.

Question 2.8 Discontinued Plans (School Leavers)
Two new codes will be included in the count of question 2.8 Discontinued Plans (School Leavers) as follows:
4. For all the withdrawn EHC Plans identified in step 2, count those EHC Plans with an SEN Inactive Reason (Inactive Reason field on EHCP assessment involvement) external code of LES – Left Educational Setting, HIG – Moved on to higher education or EMP – Moved to paid employment, excluding apprenticeships.
Part 3: EHC Plans issued within 20 weeks
Where the Assessment Type is INI:
If the external code of the involvement is AOL – Assessment completed by other LA which has been introduced for purposes of the SEN2 person level return, then this will also be excluded from Part 3 of the aggregate level return.
